Proponents must be from one of the following types of legal entities:

  • Indigenous communities and governments such as
    • band and tribal councils
    • governments of self-governing First Nations
    • local governments of Inuit communities
    • Métis organizations
    • economic development corporations owned by Indigenous communities
    • national and regional Indigenous organizations;
  • Indigenous for-profit and not-for-profit corporations, businesses, joint ventures, partnerships, associations, co-operatives and institutions;
  • Canadian or international profit and non-profit organizations;
  • Individuals; Research associations and academic institutions;
  • Provincial, territorial, regional, municipal and rural government departments, agencies* and some Crown Corporations whose objectives contribute to those of the Program

Summary

The FHIMP is a five-year program (2023-2028) to help Canadians better plan and prepare for future floods. In partnership with provincial and territorial governments, the FHIMP aims to complete flood hazard maps of higher risk areas in Canada and make this flood hazard information accessible to all Canadians. 

The purpose of the FHIMP Traditional Knowledge Stream Contributions funding is to increase the uptake, validity, and relevance of flood hazard mapping in Indigenous communities, as well as to facilitate the exchange of knowledge between Indigenous and scientific practices related to flood mapping.

The contribution fund will support the development of tools to support communities, traditional knowledge studies, and rights-based engagement processes.

For this Announcement of Opportunities, FHIMP will fund projects that focus on the following activity stream:

Core Activity Stream - Indigenous Traditional Knowledge

  • Tools to support Indigenous participation in flood hazard mapping and emergency management.
  • Traditional knowledge studies to support flood hazard identification and mapping.
  • Engagement processes to identify impacts of flooding on Indigenous communities and lands.
  • Capacity Building Opportunities for Indigenous Communities.

FHIMP will fund up to two (2) projects per year, providing a maximum of $125,000 per fiscal year, per Project. Proponents will not be funded for more than one Project. Funding is only available for Projects starting on or after May 15, 2024, and completed on or before March 31, 2027

Interested proponents are invited to submit a Proposal to FHIMP no later than February 28, 2024 - 15:00, Eastern Standard Time

Overhead

Overhead expenditures related to the conduct of the project to a maximum of 15% of NRCan’s contribution.

Approvals

NOTE: Consult your Faculty Associate Dean (Research) (ADR) regarding Faculty-specific deadlines and submission processes.

Principal Investigators: Complete a Research Management System (RMS) record, including a copy of your complete application, and submit this for approvals in RMS.

Postdocs, students, and trainees: For fellowships and externally-sponsored research training awards or opportunities, you must complete the Research Funding Application Approval (RFAA) Trainee PDF form, and submit it, along with a complete copy of the application, to Research Services at rsotrainee@ucalgary.ca. Trainees should not use RMS at this time.

Approvals: The University of Calgary requires that all funding applications be approved prior to submission. Approval requires signatures via either RMS or the RFAA Trainee form, in the following order:

  • Principal Investigator
  • Department Head
  • Faculty ADR/Dean
  • Research Services (on behalf of the Vice-President Research)

Read the Meaning of Grant Signatures policy to understand what your approval means. Please see the agency guidelines for details about which signatures are required on your application, as it may differ from internal requirements.

Late submissions: Late submissions will only be accepted in cases of medical or family emergencies, or other exceptional circumstances. If you submit your RMS record to Research Services after the internal deadline has passed, you must secure additional approvals. Please read: Late Applications Process.


Additional Information

Submission Process:

Full application, plus approvals in RMS, will be required by RSO by noon on February 23, 2024. 

Please be sure to select "Submitted for approvals" (Under Save & Progress) in RMS in enough time to allow for approvals from your Department Head and/or ADR prior to the internal RSO deadline. Consult your department and faculty for more information on their approval processes and timelines.


Once institutional approval has been obtained, complete the submission to NRCan as per the following instructions on page 9 of the Announcement of Opportunity Project Guidelines by 1:00MST (3:00EST) on February 28, 2024:

  1. Proponents will submit a full Project Proposal for evaluation consideration. Project Proposals: 
    1. Will be no more than thirty (Letter size) pages long, excluding financial statements and short bios for project team
    2. Will be written by the Proponent using the Project Proposal Template found in Appendix 1.
    3. May be submitted in either English or French.
    4. Completed Project Proposal must be submitted to FHIMP by email: fhimpca-acpicai@nrcan-rncan.gc.ca
  2. The full Project Proposal will be accompanied by a cover letter with your organization’s letterhead, dated and signed by an appropriate authority.
  3. Please note, based on the number of proposals received, FHIMP reserves the right to modify the closing date for submission. In this event, a notification will be published on the FHIMP website.
  4. The Project Proposals will be reviewed against the evaluation criteria found in Appendix 2. 5. For questions regarding the Project Proposal submission process, please contact FHIMP via the email provided above.
